Registrar Seeks Review of CRFFN Act for Import, Export Transactions

From Anthony Nwachukwu, Lagos

The Council for the Registration of Freight Forwarding in Nigeria (CRFFN) has called for the support of clearing and freight forwarding practitioners to amend some provisions of the agency’s establishment act.

Speaking Tuesday in Lagos during his reception by the National Association of Government Approved Freight Forwarders (NAGAFF), CRFFN Registrar and Chief Executive Officer, Kingsley Igwe, listed import and export declarations among the necessary reviews.

Igwe said this “should rightfully begin at CRFFN, not customs. As a regulatory agency, the CRFFN is supposed to even be at the grassroots monitoring and implementing trade facilitation.

” As the agency that regulates logistics services, we set and define the standard of operations, the service to be administered and, possibly, the regulation of certain charges by the service providers.

“We need to ensure that what you are loading to customs meets the requisite standard, is professional enough, and you have done due diligence. So, due diligence begins at CRFFN, before your documents proceed to customs desk.”

According to Igwe, the present practice, “which is the contrary, always lands practitioners in huge penalties over minor errors that can easily be overlooked or rejected for a re-application or cancellation.

“By the time it begins with the CRFFN, all of that dirty part of the job would have been cleaned up before it is transmitted to the next desk, and that is the essence of the national single window that is coming. It will even be worse if it is implemented without this clean-up.

“So, we need your voice, that clearing should begin with the CRFFN, so that arbitrary charges would end; the incessant debit note that is always associated with wrong, false or under-declaration will end.

“Then you will have profit at the end of your transactions, rather than borrowing money to complete your transactions due to minor mistakes that can be overlooked.”

Earlier in his welcome address, NAGAFF President, Tochukwu Ezisi, had told Igwe, who was a former National Secretary of NAGAFF, that his presence has enriched the gathering and reinforced the importance of collaboration in the industry.

Stating t that partnership between the association and CRFFN is essential for the continued growth of the freight forwarding sub-sector, Ezisi, of behalf of the association, requested the CRFFN to provide a clear roadmap for resolving outstanding issues affecting members, including the payment of Practitioners Operating Fee (POF).

Other demands include to improve and strengthen regulatory and enforcement framework to streamline the activities of registered and unregistered freight forwarders.

Ezisi further stressed the need for increased stakeholder engagement to ensure that the concerns and interests of members are taken into account; and to provide regular training and capacity building programmes for freight forwarders to enhance their skills and knowledge, among others.

The Acting Director-General, Nigerian-American Chamber of Commerce (NACC), Ms Wofai Samuel, says that Nigeria is yet to fully explore its potential in technology, in spite of the sector’s vast opportunities.Speaking in an interview on Monday, Samuel said that stable power and technology, which are crucial drivers of Nigeria’s economic growth and diversification, were still lacking.

She noted that, as long as Nigeria remained unable to ensure stable power and technology, its growth would be hindered.
The NACC boss said that the rapid global pace of technological advancement with everything interconnected was through the internet and data.Emphasising the role of collaborations, both local and international, she cited U.
S. collaborations with other regions and countries to advance its tech sector, though it was the biggest tech sector in the world.“An example of America’s collaborative efforts is the recent investment of approximately $600 billion by Saudi Arabia’s Crown Prince in the U.S. technology sector to advance its technological capabilities.“If America is collaborating with other regions and countries on advancing the tech sector, whereas America is the biggest tech sector, then who are we in Africa not to follow suit?” she queried.Samuel highlighted the global dominance of U.S. tech giants like Meta, Google, Tesla, and X, along with advancements in Artificial Intelligence like ChatGPT and Meta AI, as evidence of the transformative power of technology.Connecting technology and power, Samuel emphasised that consistent power supply was fundamental for technological progress, especially as Nigeria sought to diversify its revenue away from oil.“Without power, how do we even drive technology? So power is correlated to technology. Technology is correlated to power.‘’Given the current global trade landscape, particularly with tariffs imposed by America on various countries and the potential limitations of the African Growth and Opportunities Act (AGOA) for African exports, technology is a key avenue for diversification.“One of the easiest ways, one of the easiest platforms West Africa can diversify into is the technology sector,” she said. The acting director general noted further that the banking sector was an example of how technology had driven growth and improvement, with online banking and mobile banking methods enhancing financial transactions.Samuel referenced the World Bank’s projection of the banking and financial technology sectors as among Nigeria’s fastest-growing in 2025.According to her, the growth can be attributed to technological innovations that enable online and mobile banking.Samuel called on technology-focused platforms in Africa to leverage conferences within and outside the country to drive their growth. She also stressed the importance of government involvement, particularly ministers of communication and commissioners of science and technology, in shaping policies that supported the growth of the sector.
