FCTA Warns City Monitors Against Bribery, Corruption

By Laide Akinboade, Abuja
The Federal Capital Territory Administration, FCTA, has warned city monitors to ensure they shun every attempt by some persons to induce them with money and other offers in order to bend the rules or compromising laid down standards.
FCTA Permanent Secretary, Mr.
Olusade Adesola stated this while flagging off a workshop on Knowledge Cafe for 150 District Monitors across the FCTA.He warned that the Administration will not condone any act of compromise and irresponsibility; and as such will deal decisively with any officer that may be found wanting in this regards.
According to Adesola who was represented by Director Office of the Permanent Secretary, Udo Samuel Atang, “May I at this juncture draw the attention of the District Monitors that they could be subtle attempt by some persons to induce you with money and other tempting offers to make you bend the rules, thereby compromising laid down standards.
Please, be aware that the Administration will not condone any act of compromise and irresponsibility; and as such will deal decisively with any officer that may be found wanting in this regards”.The Permanent Secretary, who declared the worship open lamented the level of illegality in the city.
“One of the most noticeable fallouts of the sudden upsurge in population within the FCT, is the almost irresistible tendency to start erecting illegal residential and commercial structures in all nooks and crannies of the Territory, without recourse to the development plan of the Federal Capital Territory. As you all know that it is an obvious fact that people will always want to do what they like, if not strictly monitored, and made to conform with the established law.
“In view of the foregoing, it has become imperative for the FCT Administration to nip in the bud indiscriminate erection of illegal structures and shanties within the territory by constituting District Monitors, whose role is fundamentally to monitor structural development within the FCT, with a view to ensuring that the Abuja Plan is not compromised in any form.
“It is also pertinent to warn that, if the Territory must attain and maintain the global standard, in terms of aesthetic, functionality, as well as being the tourist hub of the sub-Saharan African region, unwavering effort and commitment must be put in place for proper coordination and implementation of a standardized development strategy for the FCT.
“In response to the foregoing, this knowledge café workshop is now being organized for the District Monitors to keep them abreast on the current trends in Urban Development. This workshop is equally aimed at exposing and equipping the District Monitors with the required information and knowledge-base that will guide their day to day operations. With the focus in mind to ensure strict compliance to existing guidelines governing development in the FCT,” Adesola said.
Dr. Jumai Ahmadu, Acting Director, FCTA, RCSID, said the workshop was one of the recommendations at the Town Hall Meeting on Removal of Illegal Structures in the FCT on August, 2021, as a result of residents’ outcry over the removal of illegal structures from some parts of the Federal Capital City.
“It was agreed that periodic interphase with our district monitors will enable us understand their challenges and probably mitigate them.
It is on this note that we decided to start the Reform Coordination and Service Improvement department monthly knowledge Cafe with you as one of our very important internal stakeholders.
“The knowledge Cafe will bring experts from all the Administration’s technical and service delivery SDAs to interphase with service providers on how to use emerging technologies to improve our services.
“Today we have as our resource person a passionate public servant who dedicated his time in the service of the Administration ensuring that the sanctify of our masterplan is upheld,” she said.

Convict Bags 18-yr Imprisonment over Sexual Assault on Twins

By Torough David, Abuja |
An Ikeja Sexual Offences and Domestic Violence Court on Thursday convicted and sentenced a defendant, Chidera Chibuzor to 18-year imprisonment, over attempted sexual assault on underaged twins.
The twin sisters (names withheld) are eight-year -old.
Justice Rahman Oshodi, passed the verdict on the convict, following a plea bargain agreement reached with the Lagos State Ministry of Justice, who is prosecuting the case.
The amended charge bordered on attempted sexual assault by penetration, sexual assault, and assault.
Oshodi held that the court was satisfied that the convict understood the nature of the offences to which he pleaded guilty.
According to him, the case is a de novo (fresh) trial after the convict had originally stood trial on a two-count charge of defilement of the twins.
He held that no witness had testified in the new trial before the convict opted to change his plea.
The court, consequently, held that it had carefully considered the submissions of the prosecution and defence counsel, and thereafter, convicted Chibuzor of the three-count charge.
Oshodi held: “It is significant for you to understand that the initial charges of defilement, as preferred initially against you, attract a mandatory sentence of life imprisonment under the criminal law.
“These offences involved twin sisters, eight-year-old vulnerable children who were entitled to protection and care.
“The plea bargain negotiations in which you participated have resulted in amended charges that permit this court to exercise discretion in sentencing, albeit within the statutory framework governing the offences to which you have now pleaded guilty.
“I have also taken note of your own words during these proceedings, where you stated that you are not proud of your actions but this acknowledgement, whilst it cannot undo the harm caused, demonstrates a recognition of the wrongfulness of your conduct.”
After considering the circumstances of the case, as well as the terms of the plea bargain agreement, the court consequently, sentenced Chibuzor as follows:
“14 years imprisonment on count one, three years imprisonment on count two, and one year imprisonment on count three.
The court held that the terms of imprisonment shall run consecutively.
A consecutive sentence is where a judge orders a convict to serve multiple prison sentences one after the other, rather than at the same time (concurrently).
The judge added that the sentence shall take effect from Sept. 18, 2020, the date of his remand, adding that he should be registered as a sex offender.
State counsel, Dare Dada had told the court that the convict committed the offences sometime between July 2019 and September 2020 at Karimu Street in Surulere Lagos.
