Local Govt Autonomy Bill Biggest Challenge in NASS – Omo-Agege

The Deputy Senate President (DSP) Ovie Omo-Agege, Thursday revealed that the local government autonomy bills is the biggest challenge to the lawmakers in the ongoing review of the 1999 Constitution at the National Assembly.
Omo-Agege disclosed this while speaking to State House Correspondents after a meeting with President Muhammadu Buhari at the Presidential Villa, Abuja.
The DSP who dismissed criticisms about the Constitutional Review process being “an exercise on futility” said state Houses of Assembly have failed to vote on the amendment bills on local government autonomy passed and transmitted to them for concurrence.
However, he said that despite the challenge of the governors and their State Houses of Assembly holding back, the National Assembly is optimistic the bills will be passed
He explained: “I can tell you that at the National Assembly, we have fulfilled our part of that bargain, what is now left is to get the concurrence of 24 Houses of Assemblies of the states. That is also a Section 9 obligation, but this time, imposed on the State Houses of Assembly.
“As we speak, my mistake, if I knew this question was going to come up, I probably would have spoken with the Clerk of my committee before walking in here, but I know that notwithstanding the brouhaha over this, the states have been meeting and they’ve been taking positions on most of these bills.
“I don’t know how many right now, but the bigger challenge we have, frankly, it’s not so much all of the bills, it’s the bill dealing with the local government autonomy, both financial and administration, those are the two critical issues.
“But there are other bills, most of them have passed, we’ve gotten more than the required number of Houses of Assembly for some of those bills, but what matters to us, which is the priority to us, which is a big priority of Mr. President, is this issue of the local government autonomy and that’s where we’re having challenges and that is because of the position of some of the governors, who believed that they should not be in support of this.
“But my personal view, not speaking for the National Assembly as a whole, my personal view, the obligation is imposed on the state Houses of Assembly and not on the governors and I would have expected that the state Houses will show some independence in making some of the decisions, but it does appear that… I can’t fault them for working with their state governors in taking these positions, but we believe that with time, we’ll be able to resolve this.
“The President of the Senate has reached out to some of the governors, most especially through my friend, the governor of Kaduna State, to reach out to his fellow governors. Kaduna for instance has already voted. Kaduna has voted and has transmitted. Of course, we won one, we lost one.”
The National Assembly on March 29, 2022, transmitted 44 Constitution alteration bills to the 36 State Houses of Assembly for concurrence, but he said only the Kaduna House of Assembly has passed the administrative and financial autonomy bill.
Asked what Nigerians should expect from the National Assembly over President Buhari’s appeal to the Legislature on his quest to sort out the Central Bank of Nigeria’s (CBN) Ways and Means proposal, he said the President would have his support and that of the National Assembly as usual.
The deputy senate president said, “Speaking as a senator, representing Delta State, and speaking as the Deputy Senate President, I have an obligation, as most of you know, to support Mr. President and this time will not be an exception. It’s a decision that was taken all they’re asking for is ratification. These are monies that have been expended through legitimate means, using the Ways and Means device. There is no allegation of any wrongdoing.
“Here, basically, any name you call it, they asked him for ratification of a decision that has been taken for monies already legitimately expended. So Mr. President has my support, always has my support and he has my support on this one and I believe the majority of my colleagues, I do not speak for all of my colleagues, of course, but I believe that the majority of my colleagues will support Mr. President.”

Mutfwang Sworn-in Five Perm Secs, Inaugurates Economic Council

Plateau State Governor, Caleb Mutfwang has sworn-in permanent secretaries into the State Civil Service with a charge on them to give their all especially now that his administration is set to reform the state civil service.Mutfwang said what his administration has inherited in the state civil service is a situation that no one should be proud of, adding that there is going to be a massive transfer of Civil servants across the state.
He stated this yesterday during a brief ceremony held at the Victoria Gowon Auditorium new government House Little Rayfield. ”You’re coming at a critical time when we are trying to reform the state civil service. What we inherited is not what we can be proud of. This is the first time we are writing exams to select permanent secretaries to raise meritocracy.”We are going to make massive reposting and reorganization of Civil servants. Crime number one is for you to lobby, don’t lobby.” He cautionedThe governor also inaugurated the Plateau State Economic Advisory Committee with a view to develop economic blueprints that aligned with the cooperative advantage the state has.”I believe that Plateau State should be the economic hub of Northern Nigeria. The job of this Economic Council is first of all to review our economic policies, regulations and legislation and see how we can reposition them and attract private sector investment into the state.”The Council is to advise on how to position the citizens and residents of the state to benefit and enhance economic activities.” She notedThe Chairman of the Economic Advisory Council Ibrahim Puri assured that committee will do justice to its assignment with far reaching actionable recommendations that will further change the face of the state and its citizens.Mutfwang also received the Czech Ambassador to the Czech Republic to Nigeria, H.E Zdenek Krejci at the state House on a diplomatic visit to further strengthen diplomatic cooperation in the area of education, agriculture and mining which Plateau state prides itself.The Czech Ambassador assured of the readiness of what the Czech Embassy is doing in the plateau state through a reading garden spearheaded by Jenat Faden as part of their commitment in promoting literacy and sharing knowledge that helps in the self-development of people who visited such gardens.Mutfwang appealed for stronger cooperation in the area of science education particularly in the area of technical education in the state which has been neglected over time to harness the potentials of young people in the state.NEWS

Ex-PDP Chieftain in C’River Defects to APC

A Chieftain of opposition People’s Democratic Party (PDP) in Cross River State and grassroot politician in Calabar Municipality local government area of the state, Ntufam Maurice Omini-Iso, who decamped to the APC recently, has citing internal division and absence of internal democracy as being responsible for his defection.
Omini-Iso, who defected alongside thousands of supporters, likened the PDP to a sinking ship, stressing that he joined the APC due to Governor Bassey Otu’s impressive infrastructure development and intimidating track record in the area of business and economy. Omini-Iso made the remarks during a conversation with our Correspondent in Calabar yesterday.The grassroot politician praised Governor Otu’s achievements, and the achievement of president Bola Tinubu by making policy decisions that impacts positively on the people in the area of Infrastructural development, which include road construction projects that benefited his community.He emphasized that joining the APC would enable him and his supporters to collaborate with the governor to advance the state’s development.Omini –Iso dismissed claims that he defected to avoid persecution, stressing that he has always been a progressive and was drawn to the APC’s performance.He commended the Otu administration’s achievements, stressing, “The Otu and President Tinubu’s administration is doing extremely well.””I saw that Gov.
