NNPC Sensitises over 1,000 Auto Mechanics to CNG Conversion

The NNPC Retail Limited (NRL), a subsidiary of the NNPC Ltd., has sensitised over 1,000 auto mechanics on the process of converting gasoline-powered vehicles to Compressed Natural Gas (CNG).

The comprehensive awareness initiative, held at the National Artisans and Technicians Conference in Lagos, was part of NNPC’s efforts to accelerate adoption of CNG as a cleaner and affordable fuel alternative in Nigeria.

The Executive Director, Retail Operations & Mobility, NRL, Baba Kukawa, encouraged the mechanics to seek necessary skills for CNG conversion.

Kukawa described CNG as a growing trend that would shape Nigeria’s automotive industry’s future.

Kukawa, in a statement by Olufemi Soneye, Chief Corporate Communications Officer, NNPC Ltd.

, on Saturday said the engagement would demystify the process of CNG conversion and encourage adoption of sustainable energy solutions.

In addition to promoting the benefits of CNG conversion, he raised awareness about its Oleum, its lubricant range, known for its excellent performance in both gasoline and CNG-powered vehicles.

“We believe that sensitising mechanics on the importance of CNG adoption is critical to achieving Nigeria’s long-term energy goals.

“While this engagement focused on raising awareness, we urge artisans to actively pursue the skills required to contribute to this transformative shift toward cleaner and more affordable fuel options.

“This initiative represents a crucial step in advancing the nation’s transition to a cleaner, more sustainable energy future,” Kukawa stated.

Responding, the Chairmen of the Motor Mechanics and Technicians Association of
Nigeria and the Nigeria Automobile Technicians Association, commended the NRL for its proactive approach.

They called for the expansion of the
initiative to include even more mechanics and technicians nationwide.

Both associations highlighted the importance of sustained efforts to further support Nigeria’s move toward cleaner energy solution.

The NRL also provided auto mechanics with coveralls, toolboxes, and generators during the event to enhance their business operations and promote sustainability in support of

NRL’s commitment to promoting CNG as an alternative fuel aligns with the NNPC Ltd.’s broader strategic vision to reduce environmental impact of Nigeria’s energy consumption while making fuel more affordable for consumers.

The sensitisation featured practical demonstrations on the technicalities of
converting vehicles from gasoline to CNG, providing the mechanics with first-hand insights into the process.(NAN)

No Leadership Vacuum in Nigerian Army, COAS is on Annual Leave – AHQ

The Nigerian Army has dismissed insinuation that there is a leadership vacuum in with regards to personnel posting and promotion as army Chief is on annual leave.

This is contained in a statement by the Director, Army Public Relations, Maj.-Gen. Onyema Nwachukwu, on Saturday in Abuja.

Nwachukwu said the statement was in reaction to what he described as ‘social media stories, rumours, and innuendoes’ about happenings in the Nigerian army.

He said that while some of the stories were laughable and deserve no further reference, others had bordered on pure mischief calculated to cause panic and confusion within the rank and file, as well as the general public.

“Specifically, many insinuations about personnel postings, promotions, and even training activities have been raised vis-a-vis the official leave of the Chief of Army Staff (COAS).

“There have even been insinuations that there is a leadership vacuum, with officers confused about what to do.

“Nothing can be farther from the truth.

“To be very clear, the Nigerian Army is a highly structured establishment with well-laid-out procedures and processes for dealing with different circumstances.

“Before proceeding on leave, necessary protocols were put in place for the Chief of Policy and Plans (Army), Maj.-Gen. Abdulsalami Ibrahim, to act on behalf of the COAS, while he is away.

“This is not peculiar to the army as there have been instances where unforeseen human frailty kept service chiefs away for about three months, and their Chiefs of Policy and Plans held sway in their absence,” he said.

Nwachukwu said that the claims of leadership vacuum in the army presently was a mere speculation, adding that all routine and scheduled activities of the service were on course.

According to him, in line with its Forecast of Events for 2024, the Nigerian Army recently conducted the Captain-Major Practical Promotion Examination in Akure.

He said that the Commander Traning and Doctrine Command, Maj.-Gen. Kevin Aligbe, announced the result after due authorisation by the Chief of Policy and Plans (Army), who currently answers for the Chief of Army Staff in his absence on leave and medical checkup abroad, in line with extant procedures.

“Additionally, the Master Warrant Officer to Army Warrant Officer Promotion Exercise is currently ongoing in Jos.

“This follows a similar exercise held for Warrant Officer to Master Warrant Officer (WO-MWO) in Kaduna.

“The results of these exercises are expected to be released in the coming days, pending final reconciliation between the respective Corps and the Army Headquarters Department of Personnel Management,” he added.

Army spokesman said it had never been the practice for the COAS to sign postings or promotions for both officers and soldiers in the army contrary to the insinuation that COAS’ absence had caused undue delay in the release of the result of the WO-MWO promotion exercise.

He added that the appropriate departmental chiefs perform those functions routinely, adding that they were fully carrying out their responsibilities in line with the COAS Command Philosophy.

“The Army Headquarters, therefore, enjoins the general public to remain confident in the Nigerian army and be assured that the Service remains on top of the security situations in the country and is ever ready to defend Nigeria against any aggression on its land territory.

“Meanwhile, the Army Headquarters wishes to thank all well-meaning Nigerians who have shown genuine concern about Lt Gen TA Lagbaja and have continued to pray for him.

“The Army Headquarters assures Nigerians and the international community that all land-related training, operational, and administrative activities are on course and that the COPP(A) is firmly and effectively running the affairs of the Service pending the return of the COAS,” he said. (NAN)

Namadi Suspends Commissioner over Alleged Illicit Affair with Married Woman

Gov. Umar Namadi of Jigawa has suspended his Commissioner of Special Duties, Mr Auwal Sankara, over alleged illicit affair with a married woman in Kano.

A statement signed by the Jigawa State Head of Service, Mr Bala Ibrahim, disclosed this in Dutse on Saturday, saying that the governor approved the suspension with immediate effect.

Ibrahim explained that the suspension was to pave way for a thorough examination on the allegation and uphold the integrity of the state administration.

He emphasised the commitment of the state on accountability and adherence to ethical standards in governance by the Namadi administration.

“The suspension is a precautionary measure intended to facilitate a fair investigation.

 We take all allegations seriously and we are dedicated to upholding the trust of Jigawa citizens in the government,” it said.

It was gathered that Mr Sankara, a member of the Jigawa state executive council, was allegedly arrested by Hisbah officials in Kano on Thursday, in an uncompleted building with a married woman.

It was reported that the woman’s husband earlier reported a case to the Department of State Security that he suspected an illicit affair between his wife and the Commissioner.

The Director-General of Kano Hisba Commission, Malam Abba Sufi, according to the media reports, confirmed that the Sankara was arrested by officials of the board.

The DG confirmed that the suspect would be arraigned in court on Monday.(NAN)

Why we Reject IPPIS, GIFMIS – ASUU

The Academic Staff Union of Universities (ASUU) has explained why it rejected two payment platforms of the federal government and insisted on University Transparency and Accountability Solution (UTAS), it created as alternative.

ASUU had rejected the Integrated Personnel and Payroll Information System (IPPIS), a platform the Federal Government uses to pay no fewer than 789,000 of its workers in various sectors of the economy.

ASUU members are also currently on the platform.

The union had also rejected Government Integrated Financial Management and Information System (GIFMIS), the platform the federal government recently approved that ASUU payment should transit to, with effect from November

In an exclusive interview on Sunday in Abuja, the ASUU President, Prof.

Emmanuel Osodeke, said that the union’s stance is in line with the autonomy of the nation’s tertiary institutions.

According to him UTAS conforms with the statutory provision that the university’s finances should be managed by its Governing Council.

“ASUU’s position is that the finances of the university should be managed by the Governing Council. That’s what the law says. It does not says by the Accountant General’s office.

”Every year, the governing council directs the Vice Chancellor to defend its budget at the National Assembly.When the budget is approved including salary, remuneration, overhead, it will go to the President for assent and it becomes a law.

”That money should be released to the Governing council to pay its staff members. That is the autonomy of the university we are talking about, as stipulated in the law,” he said

Osodeke stressed that the universities should be given autonomy, to be able to plan for its staff members’ recruitment and how to pay their salaries.

He recalled that the Union rejected IPPIS because its implementation does not only erodes university’s autonomy but meddles with its internal affairs and violates Section 24A of the Universities Miscellaneous Provisions (Amendment) Act 2003.

Osodeke also faulted the recent guidelines by the federal government detailing the process for the formal exit of Federal Tertiary Institutions (FTIs) from IPPIS.

In a circular issued on Oct. 8, the Accountant General of the Federation (AGF), Dr. Oluwatoyin Madein, said the payroll for FTIs in the month of October 2024 will still be processed on the IPPIS platform.

She added that, starting from November, the payrolls will be processed by the institutions themselves and then be checked by the Office of the Accountant-General of the Federation’s (OAGF)’s IPPIS department.

According to her, the payment will be made through the Government Integrated Financial Management Information System (GIFMIS) platform.

Osodeke, however, expressed dissatisfaction with the directives, stating that the AGF was playing games with the union.

“GIFMIS is still an appendage of IPPIS. When you look at the circular, paragraph two says after universities have finished preparation, it will still come to OAGF IPPIS, for verification before it is paid by GIFMIS, which means nothing has changed.

”As at now, no university knows who is being paid what. IPPIS has been paying people who have been sacked, people who are non staff members and people who have left the university system.

“The Vice Chancellors cannot discipline any erring official.Even when you are being disciplined, the IPPIS or GIFMIS will still be paying your salary and that is what we are saying,” he said

Osodeke said the insinuation in certain quarters that ASUU was insisting on UTAS, its own developed solution, to shield lecturers teaching in more than one institution, was misconceived

According to him, the establishment Act of University permits lecturers to teach in two institutions, but with laid down guidelines

“As stipulates by the law, a lecturers can serve as adjunct in another university, they can also work as part time in another university.

”They can serve as visiting professor in another university and this is the practice all over the world.

”For example, if you have a Professor who is highly knowledgeable in a particular field working in one university and another university has no one to handle such programme, what will they do?.

‘”That university will approach the other and appeal to the lecturer to come and teach their students on part time basis, which might be once or two times in a month.

”The institution is not expected to pay full salary to the lecturer, but allowances for the part time job.That is what it is. It is in the law and it is all over.

Osodeke also explained that lecturers do go on sabbatical; meaning, a lecturer, who has taught for six years, could apply for one year leave to go to other university or institution to teach.

According to him, it is not a new development, but the only caveat is that the maximum number of university a lecturer can practice such is two.Teaching beyond two institutions is tantamount to breaking the law.

”It is a global standard and that is why we have visiting professors from London, Ghana, among others coming here to impact their knowledge.

”When you look at UTAS that we developed, any lecturer who has gone to sabbatical for more than the approved number, will be rejected automatically.

”Also, any lecturer who has not met the six years requirement for teaching and want to go on sabbatical leave would be rejected. All these have been built into the UTAS,” he said.

The ASUU President noted, that the lack of exchange of knowledge by lecturers from one institution to another was partly responsible for the low ranking of Nigerian universities in the global ranking assessment.

Osodeke also described as misleading, the claim by the National Information Technology Development Agency (NITDA) that UTAS had failed three integrity tests.

The ASUU President said UTAS is a credible and trusted payment platform that captures the inherent peculiarities in the country’s university system.

According to Osodeke, NITDA, in an earlier integrity test conducted on UTAS, had written a report scoring the platform, 97.3 per cent, but later recounted.

He insisted that in the tests conducted by the agency, IPPIS came a distant last to UTAS and wondered why the government insisted on using the IPPIS.

Osodeke said that ASUU’s planned strike notice over the payment platform and other issues was still standing but the union had only given the government space to conclude on the new renegotiation committee that was set up.(NAN)
