Gov. Otu Assents to Three Laws to Advance Governance in Cross River State.

Governor Bassey Edet Otu has signed three significant laws aimed at improving infrastructure, regulating the gaming industry, and enhancing social welfare across Cross River State.
The newly assented laws include the Cross River State Road Maintenance Agency (Amendment) Law, 2025, the Cross River State Lotteries and Gaming Agency Law, 2025, and the Cross River State Senior Citizens Centre Law, 2025.
These legislative milestones reflect the administration’s ongoing commitment to its “People First” agenda.Speaking during the signing ceremony, Governor Otu described the legislation as timely and strategic, emphasizing their alignment with his government’s development priorities.
“These laws are coming at the right time, and I would like to appreciate the Speaker of the House and the entire Assembly members for their good work,” the governor stated. “The Road Maintenance Agency Law ensures that our roads are constantly maintained and prioritized. The Lotteries and Gaming Agency Law is important because, without regulation, we’re losing potential revenue. As for the Senior Citizens Centre, it is a crucial part of our welfarist policy. We are a people-first government, and we prioritize everyone.”
Explaining the specifics of each law, the Speaker of the Cross River State House of Assembly, Rt. Hon. Elvert Ayambem, said the Road Maintenance Agency (Amendment) Law introduces a new funding mechanism requiring each of the 18 local government councils to allocate 4% of their monthly Federation Account receipts to the agency. This, he said, will guarantee steady road repairs and maintenance throughout the state.
The Senior Citizens Centre Law, he added, seeks to establish a central facility in each of the three senatorial districts, starting in the state capital, Calabar, to serve the needs of vulnerable retirees and the aged. Subsequently, sub-centres will be put in place in each local government headquarters to support vulnerable elderly residents. “This law underscores the governor’s welfarist vision,” Ayambem said.
On the Lotteries and Gaming Agency Law, the Speaker noted that the legislation is in line with a recent Supreme Court ruling empowering states to regulate gaming activities. The law, which comprises 12 parts, 102 sections, and two schedules, creates a framework for managing, licensing, and generating revenue from the gaming sector in Cross River.
Governor Otu reaffirmed his administration’s dedication to reforms that directly impact the lives of residents, stressing that these laws mark a step forward in infrastructure renewal, economic management, and social inclusion.

Police Deny Detaining Social Media Influencer in A’Ibom

The Police Command in Akwa Ibom says it did not detain, Mrs Blossom Williams, an Akwa Ibom-based social media influencer and mother of three.
DSP Timfon John, the command’s Public Relations Officer, disclosed this in an interview in Uyo on Friday.
It would be recalled that Williams was recently reported to have been detained by the police at the instance of Daniel Eyakenyi, the state Deputy Governor’s son.
Reports also had it that the social media influencer was detained because of her advocacy for good governance and the empowerment of communities in Oron Nation.
Meanwhile, John said that the command was not aware of such detention, saying: ”We are not aware of such detention for now”
A source close to William’s family told newsmen in Uyo on Friday that the social media influencer, who was currently pregnant, was forcefully taken into custody on her way to the hospital.
The source described the detention as not only politically motivated but an abuse of power.(NAN)

NYSC Takes Campaign Against GBV To Katsina Schools

The National Youth Service Corps (NYSC) has inaugurated a statewide grassroots Gender-Based Violence (GBV) sensitization and advocacy campaign in Katsina State.
The campaign was unveiled on Wednesday at the Government Senior Secondary School Kofar Kaura, Tudun-Matawalle.
The NYSC Coordinator in the state, Alhaji Sa’idu Ibrahim, said the aim was to eliminate GBV and promote gender equality in rural communities.
Represented by the Assistant Director, Planning Research and Statistics, Alhaji Aliyu Sani, Ibrahim emphasised the importance of collective action to eradicate GBV in the state.
The NYSC Coordinator further urged stakeholders, governments, and parents to join hands in promoting gender equality at home and public places.
Hajiya Hafsat Shehu, the Officer-in-charge of the Katsina NYSC Gender Desk, highlighted the scheme’s efforts to alleviate stigmatisation through gender desk offices, and the gender CDS Vanguard.
She said that the initiative demonstrated NYSC’s commitment to promoting gender equality and eliminating gender-based violence in Nigerian communities.
The event featured paper presentations, discussions, and also advice from NYSC officials and stakeholders.
Participating schools included Eldans Science and Arabic Academy, Danmasani International Academy, and Government Senior Secondary School K/Kaura Tudun-Matawalle.
Others were the Government Junior Secondary School Tudun Matawalle, and Sabuwar Unguwa Primary School Tudun Matawalle. (NAN)

Lagos Shuts Down Five Orphanages Over Baby Trafficking, Child Rights Violations

The Lagos State Government has shut down five orphanages in the last one year for offences ranging from baby trafficking to violations of the State Child Rights Law of 2015.
The Commissioner for Youth and Social Development, Mr Mobolaji Ogunlende, disclosed this in Ikeja on Tuesday during the 2025 Ministerial Press Briefing to commemorate Gov.
Babajide Sanwo-Olu’s second year in office.He said that the closures were part of the ministry’s efforts to clamp down on illegal practices and safeguard the rights of children across the state.
“We have a duty to protect the most vulnerable members of our society, which is why our officers work round the clock.
“Any facility found to be engaging in unwholesome activities such as baby trafficking will be decisively dealt with; we have the records with us,” he said.
According to him, the ministry operates a dedicated monitoring unit tasked with ensuring compliance with regulatory standards and protecting the welfare of children in orphanages and similar care facilities.
“Our monitoring team is constantly in the field, ensuring that these homes are operating within the ambit of the law,” he added.
Ogunlende also highlighted the ministry’s broader social intervention efforts, noting that over 4,000 youths had been trained in various vocational skills in the past year.
“We are committed to empowering our young people. Through targeted skills acquisition programmes, more than 4,000 youths have been trained to become self-reliant.
“Training in vocations such as tailoring, fish farming, ICT; they are at liberty to choose any vocation of their choices,” he said.
He further revealed that more than 200 children had been rescued and rehabilitated during the same period, as part of the ministry’s child welfare programmes.
“Each rescued child represents a life saved from exploitation or neglect. That is what drives our commitment,” he concluded.
The commissioner reaffirmed the government’s zero tolerance for any form of child rights abuse and promised that enforcement efforts would be intensified going forward. (NAN)
