ICPC Traces N2.67bn School Feeding Funds to Private Accounts

The Independent Corrupt Practices and Other Related Offences Commission (ICPC), has disclosed that it unearthed how a whopping N2.67 billion payment made to some federal colleges for school feeding during lockdown when children were not in school, ended up in personal accounts.
The Commission said that it also discovered over N2.
Speaking at the second National Summit on Diminishing Corruption, the Chairman of ICPC, Prof. Bolaji Owasanoye, made the disclosure on Monday at the State House, Abuja.
Delivering his keynote address at the event tagged: “Together Against Corruption and Launch of the National Ethics and Integrity Policy”,” Owasanoye also listed other assets recovered in the Agric ministry to include 18 buildings, 12 business premises and 25 plots of land.
He said under Open Treasury Portal review carried out between January to August 15, 2020, out of 268 Ministries, Departments and Agendas (MDAs) 72 of them had cumulative infractions of N90 million. He said while 33 MDAs tendered explanations that N4.1 billion was transferred to sub-TSA, N4.2 billion paid to individuals had no satisfactory explanations.
According to Owasanoye, “We observed that transfers to sub-TSA was to prevent disbursement from being monitored. Nevertheless, we discovered payments to some federal colleges for school feeding in the sum of N2.67 billion during lockdown when the children are not in school, and some of the money ended up in personal accounts. We have commenced investigations into these findings.”
The ICPC chairman also said under its 2020 constituency and executive projects tracking initiative, 722 projects with a threshold of N100 million (490 ZiP and 232 executive) was tracked across 16 states.
He noted that a number of projects described as ongoing in the budget, were found to be new projects that ought to have been excluded in order to enable government complete exiting projects; absence of needs assessment resulted in projects recommended for communities that do not require them being abandoned; projects sited in private houses on private land thus appropriating common asset to personal use, hence denying communities of the benefit; absence of synergy between outgoing project sponsors and their successors.
Owasanoye added that the commission also found that uncompleted projects sponsored by legislators, who do not return get abandoned to the loss of the community and the state; use of companies owned by sponsor’s friends or relatives or companies belonging to civil servants in implementing MDAs to execute projects, which are abandoned or poorly performed; conspiracy between legislative aides of sponsors and implementing MDAs and contractors to undermine quality of project without knowledge of the sponsor; vague project description that result in diversion of funds by implementing MDAs or project sponsor with collusion of contractors and absence of community ownership of project because they were not consulted or largely ignorant of projects allocated to them.
The ICPC chairman said in education sector, 78 MDAs were reviewed and common cases of misuse of funds were uncovered.
Some of the discoveries include life payment of bulk sums to individuals and staff accounts, including project funds; non-deductions and remittance of taxes and IGR; payments of unapproved allowances, bulk payment to micro finance banks, payment of arrears of salary and other allowances of previous years from 2020 budget, payment of salary advance to staff, under-deduction of PAYE and payment of promotion arrears due to surplus in Personnel Cost, abuse and granting of cash advances above the approved threshold and irregular payment of allowances to principal officers.
On asset recovery, Owasanoye said the commission recovered N16 billion from ministry of agriculture, paid into individual accounts for non-official purposes.
Also covered were payments to Agric contractors for no job done or over payment for jobs done, appropriation of projects to private farms of senior civil servants of the ministry. It also discovered N2.5 billion appropriated by an individual now deceased for himself and cronies.
Other assets recovered include 18 buildings, 12 business premises and 25 plots of land.
He said. “We have restrained or recovered by administrative or court interim and final orders assets above N3 billion, facilitated recovery of $173,000 by the whistle blower unit of FMFB&P from an erring oil company, retrained £160,000 in a UK-bank in an ongoing interim forfeiture. These figures exclude quantum of recoveries on return or contractors to site as a result of projects tracking initiatives.
“It should however, be noted that some of these assets are subjected to ongoing cases and where suspects proved their cases physical or liquid assets will be released in accordance with laid down laws, guidelines or court directives.”
The ICPC chairman said in order to boost community involvement for its 20th anniversary, it launched in July, N20 million from ICPC @20 project with two main competitions aimed at provoking youth creativity and support for the fight against corruption. These were the National Music Competition and National Essay Competition for Junior and Senior Secondary Schools with Anti-Corruption or Integrity Clubs.,

Police Detain 2 Suspects, Recover 25 Stolen Phones in Borno
The Nigerian Police Command in Borno has apprehended two suspects and recovered 25 stolen mobile phones during a stop-and-search operation along Damboa Road, in Maiduguri.
The Police Public Relations Officer, ASP Nahum Daso, disclosed this in a statement in Maiduguri on Wednesday.
Daso explained that the suspects, identified as Ibrahim Abubako, and Ibrahim Mohammed, were intercepted by the Rapid Response Squad (RRS) on Dec.
10 while riding a tricycle.He said that during the search, the operatives uncovered various mobile phones reportedly stolen from individuals across communities and villages along the Borno -Adamawa State border.
He identified some of the communities as Mubi, Tashan Alade, Miringa, Kwaya Kusar, and Biu Local Government Area of the state.
The spokesman said that during interrogation, the suspects confessed to snatching the phones from their victims.
“The police have initiated efforts to return the recovered devices with their rightful owner.
“Also, the suspects will be charged to court upon conclusion of investigations,” he said.
Daso reiterated the commitment of the Police Commissioner in the state, Yusufu Lawal, to maintain public safety during the Yuletide season. (NAN)

Niger Police Command Arrests Three Suspects over Assault on Council Boss

Days after the Chairman of Katcha local government area of Niger State, Danlami Abdullahi Saku was assaulted and seriously injured over his inability to settle a campaign loan he obtained, the State Police Command said three suspects were now in their custody over the incident.
Niger State Police Command Spokesman, Wasiu Abiodun in a release on Wednesday said On 16/06/2024 at about 1800hrs, information was received at Katcha Div that the Chairman Katcha LGA Hon.
Danlami Abdullahi Saku was attacked by some miscreants along Saku-Gadza village after the Sallah prayer at his village Saku, Katcha LGA.According to the Police Public Relations Officer, the attack was allegedly reported to be linked to a debt issue between the Chairman and one Yanda of the same area.
He noted that the Chairman sustained serious injury during the attack and he was taken to Gen. Hospital Bida, and later referred to another hospital for further treatment.
A preliminary investigation was conducted at Katcha Div and three suspects were later identified, apprehended and transferred to Bida Area Command.
The suspects arrested are; Alh. Abdullahi Kasimu 68yrs of Gadza village, Katcha, Alh. Baba Moh’d 30yrs of the same village and Ahmadu Moh’d 25yrs.
The suspects were transferred to SCID on June 21st for discreet investigation and prosecution.
“During interrogation, Kasimu narrated that he lent the victim over a million naira since August, 2023 and that several attempts to recover the money proved abortive.
“He further said that on June 16th, the victim promised to come and see him, and while he was on the way after the Sallah prayer, his son Ahmadu Moh’d, his in-law Alh. Baba Moh’d among others accosted the Chairman, had an altercation and inflicted serious injuries on the victims”
The State Police Command acknowledged that the victim was about to transfer the money to him at the point before being rushed to the hospital.
However, the suspects are under investigation in SCID, Minna. Efforts are ongoing to apprehend others at large, and they will be charged to court for prosecution immediately after investigations.

Chief Imam’s Sallah Ram Stolen in Jos
There was a drama as the sacrificial ram of the Chief Imam of the Mista Ali community in Bassa Local Government Area of Plateau State, Imam Abdulkadir went missing on the eve of the Ed-el-Kabir.
Abdulkadir’s ram was reportedly stolen during a downpour in the area on the eve of the Ed-el-Kabir.
An Imam in the community, Haruna Yaqub, disclosed this during the sermon, shortly after the two Raka’at prayers.
Yaqub, who condemned the incident, described it as “insensitive”.
He added that the act showed that people lack fear for God.
The Imam said, “The Ram of our Chief Imam, which he purposely brought to sacrifice, has been stolen in the night.
We are really shocked by the incident. We were surprised to hear this story. This means that people are not God-fearing.“It is scary that people have gone to the extent of stealing ram meant for religious activity.”
Speaking further, he urged people to be God-fearing and not engage in either stealing or any act of criminality.
He stressed that everyone will account for their actions on earth and hereafter.
“It is high time people repented and took the path of Allah. It is not too late. People should stop committing bad things and act according to Allah’s commandments,” he urged.
