By Ubong Ukpong, Abuja
The National Security Adviser (NSA) and computer professionals, yesterday, rejected the planned legislation by the House of Representatives, to allow Chattered Institute of of Digital Forensic of Nigeria sole powers in digital forensics training for national security and development.
This is as the Computer Professional Registration Council of Nigeria, disapproved of the enactement of the law by the House to establish such an institute saying that it has the exclusive right to certify professional computer experts.
These viewpoints were canvassed by major stakeholders at a public hearing of the House of Representatives Committee on Science and Technology on ‘A Bill for an Act to Establish the Chattered Institute of Computer Forensics of Nigeria and For Related Matters’ and one other bill for another.
Speaking at the hearing the President of the Institute of Computer Forensics of Nigeria Prof. Peter Olaiwola said that computer forensics is used by computer experts to solve almost all human problems.
He said that computer forensic is not information technology but added that it uses its tools for its advancement.
He further said that the purpose of the institute is training of digital forensic examiners who can easily track any form of crime committed through the use of an electronic device in any part of the country.
He said:” What we seek is for a legislative backing for the institute so that the certificates issued to forensic examiners can have the face of the law”.
But the Computer Professionals Registration Concil of Nigeria and other invited stakeholders at the hearing have kicked against the the approval of the Institute of Computer Forensics of Nigeria saying that it ‘ll create confusion.
In a presentation at the hearing, President/Chairman of Council of the Council Mr.Kole Jagun said that the proposed institute would create some conflicts within the information and communications technology ICT stakeholders.
Similarly, the Office of the National Security Adviser ONSA also said that the provisions of the bill for the institute is in conflict with the provisions of the National Security Act.
He noted and pointed out that seventeen out of the twenty-two sections of the bill seeking to establish the institute is in conflict with the mandate of the ONSA.
However, some other critical invited stakeholders especially security agencies including the Nigeria Police Force NPF, Economic and Financial Crimes Commission EFCC and the Nigeria Deposit Insurance Corporation NDIC lended thier support to the institute
Chairman of the House Committee Hon.Beni Lar in a remark said that the bill seeking to establish the institute is timely due to the numerous security challenges.
On the second propsosed institute viz : ‘A Bill for an Act to Establish the National Institute of Oil and Gas Technology and Entreprenural Studies Egbema Imo State’ she said it would bridge the gap in the supply of middle level manpower in the oil/gas sector of the nation’s economy.

“So, in our way, we have provided a platform where we source and pay school fees for indigent students across Nigeria so they can access quality education, despite the financial circumstance of their parents or guardians.
“We have been doing this since the inception of the foundation about 15 years ago. Thousands of underprivileged children have benefitted from the foundation.
“In the first quarter of 2024, we have paid for over 237 students in Lagos and Zaria and are optimistic that before the end of the year, we will reach over 2,000 students.
