Buhari Tasks Pro-chancellors on VC Appointments

By Martin Paul, Abuja

President Muhammadu Buhari has warned heads of governing councils of Nigerian universities against mismanaging the process of appointing vice chancellors, saying they would be held responsible for the outcome of the process.

Buhari, who gave the warning at the 2020 convocation and 72nd foundation day celebration of the University of Ibadan yesterday, said government was worried about the avalanche of petitions, many bordering on serious allegations of bribery and corruption as well as disrespect for due process, in the course of selecting a new vice-chancellor in a federal university.

Represented by the Executive Secretary, National Universities Commission (NUC), Prof Abubakar Rasheed, President Buhari, who is the Visitor to the university, further warned that “government will not hesitate to dissolve or suspend all erring governing councils or university managements found to have fallen short of the standard expected of them”.

He said government has set in motion several mechanisms to monitor the selection process of VCs with a view to taking appropriate measures to ensure that the processes are conducted in open, fair and transparent manner and that all violators are properly sanctioned.

“Pro-Chancellors, in their dual role as chairpersons of governing councils and chairpersons of the five person selection committee for the appointment of Vice-Chancellors, must be prepared to bear full responsibility for the management or mismanagement of the process. It is our hope the University of Ibadan,   as Nigeria’s premier university, will live up to its billing in this respect.

While stating that government has strengthened institutions such the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices and other related Offences Commission, ICPC, in the fight against corruption, the president said it is not useful to talk of adequate funding of education if universities are mired in crisis, confusion, fraud and lack of institutional vision.

“I am glad to say that these organisations are working relentlessly to tackle corruption in all its ramifications and to promote the well-being of this nation. It is our collective responsibility to work together and stamp out corruption from our society.  Government is determined to continue to fight corruption at all levels, including in our tertiary institutions.

Buhari assured the university community that the federal government will continue to meet its obligations to universities and the education sector, while noting that government is not unmindful of the special role of the nation’s universities in the upliftment of the socio-economic wellbeing of citizens.

“For this reason, Government shall continue to give the necessary support to enable the universities to achieve the objectives for which they were established.  The universities, on their own part, will need to reciprocate the kind gesture of Government by striving, at all time, to measure up to expectation and to justify the huge investment on them.

The President commended the University of Ibadan for sustaining its reputation as the premier university in Nigeria, describing as a great pride for its ranking among the first 500 universities in the world.

“I congratulate the Council, Management, Staff and Students for this lofty achievement. I urge you to continue to aim higher and continue to work harder to make this great University the envy of all. I wish to assure you that, in spite of our diminished financial capacity, my Administration will continue to support you in your pursuit of global competitiveness.

On the strike by the Academic Staff Union of Universities (ASUU), he said the strike has gone on for far too long and caused enough devastation in the lives of students and the universities alike, urging university teachers to return to their classrooms.

“I wish to assure all stakeholders, in the education sector, that the Federal Government will continue to meet its obligations and agreements with all unions.  I also make bold to say that Government is not unmindful of the special role of our universities in the upliftment of the socio-economic life of our nation. It is my earnest desire that all unions should shed the toga of confrontation and embrace dialogue, for the sake of our children and the development of our educational system.

“However, it must be noted that Government alone cannot carry the enormous burden of financing education.  The private sector must be actively involved in the task of providing quality education for Nigerians.

“It is my expectation that universities will make themselves attractive to the private sector, define their roles and carve out a niche by designing programmes that will progressively assist Government in addressing poverty reduction, improving the health sector, the application of new technologies for the advancement of knowledge, advancing equality, protecting the environment, promoting and sustaining human development as well as sustaining democracy and good governance,” he said.

In his remarks, the Vice Chancellor of University of Ibadan, Prof Abel Idowu Olayinka, noted that a total of 528 students graduated with first degrees in various disciplines across all faculties , while 220 persons were awarded Master Degrees.

Olayinka also disclosed that 89 postgraduate diplomas were awarded while 37 candidates were awarded Doctor of Philosophy Degrees (PhDs).

He noted that the university was ranked 401 in the first 500 universities in the world by the Times Higher Education for 2021, despite challenges of funding.

JAMB Warns Varsities Against Issuing Admission Letters

The Joint Admissions and Matriculation Board (JAMB) has warned universities against issuing admission letters to candidates, insisting that only admissions processed through its Central Admissions Processing System (CAPS) are legally recognised.

The Board said universities had no statutory authority to issue official admission letters, warning that candidates who accept admission offers outside the approved system risk obtaining documents that may not be recognised for official purposes, including mobilisation for the National Youth Service Corps (NYSC).

JAMB Registrar, Prof. Segun Aina, gave the warning when he received a delegation from Veritas University, Bwari, Abuja, during a courtesy visit to his office.

Aina said the Federal Ministry of Education had expressly directed that all admissions into tertiary institutions be processed through CAPS, stressing that any admission conducted outside the platform was illegal and invalid.

He explained that JAMB remained the only body statutorily empowered to issue official admission letters to candidates seeking entry into universities, polytechnics and colleges of education across the country.

The registrar expressed concern that candidates often assume admission letters purportedly issued by universities are authentic simply because they carry the institutions’ identities.

He urged universities engaging in the practice to desist, while directing them to ensure that candidates obtain the appropriate admission documents from JAMB.

Aina further stressed that institutions could not substitute their own admission letters for the official documents issued by the Board after candidates had accepted their offers on CAPS.

He warned that admissions not processed through the approved platform would not be recognised for purposes such as NYSC mobilisation, underscoring the need for institutions and candidates to comply with established admission procedures.

Maryam Umar, a limb difference student, is set to graduate with a Bachelor of Science degree in Economics from the Gombe State University.

Umar, who successfully completed her Level 400 course work, examinations and project, achieved this feat after overcoming educational and financial challenges.

In an interview on Monday in Gombe, Umar said that the intervention by the Academic Staff Union of the University (ASUU) made her journey to attain university education a reality.

Umar recounted that she started primary education at the age of 11 at Hammadaji Primary School in Gombe metropolis, adding that she could not immediately proceed to secondary school due to challenges.

The foot-writer student later attended Government Day Secondary School, Nasarawo, Gombe, where she obtained a senior school certificate.

“Many people doubted my ability to attend university because of physical and financial challenges.

“Nevertheless; I sat for the Joint Admissions and Matriculation Board (JAMB), and National Examinations Council (NECO) examinations, and passed both, but could not proceed due to lack of sponsorship.

“Apparently, my predicament widely circulated in the national dailies attracted the attention of the ASUU,” she said.

She said that the union visited her family home, verified her educational credentials, and subsequently offered her scholarship.

Umar said that handwriting proved to be a major obstacle because she writes with her toes during lectures, tests and examinations.

“During my first test, I couldn’t finish within the allocated time and reported the matter to the union.

“The ASUU chairman subsequently wrote to my Head of Department, requesting an additional time for me during tests and examinations. The department granted the request and continued to support me throughout my studies,” she said.

Umar also commended her lecturers for their support and understanding.

She recalled that when a journalist visited the university, and inquired about her academic performances, the records rated her as being more punctual than most of the able-bodied students.

Umar also expressed joy over the successful completion of her degree programme without any academic failure.

“I am happy that I am about to graduate. I give God the glory because I have had no problem academically.

“Some students who I started schooling together had withdrawn or dropped out,” she said.

While urging people living with disabilities not to allow their conditions to distract  them from pursuing their dreams, Umar enjoined them to shun street begging.

“You should not see begging as the only option. I once begged on the street, but now I am about to achieve my dream of becoming a graduate.” (NAN)
